Initial commission by examination
Application And Oath
W.S. § 32-3-120(d): complete and submit the prescribed application and oath, certification of passing the examination and completing education, and the filing fee. The January 2026 instructions require Part IV to be notarized before submission and a hard copy to be mailed or delivered.
Application Attestation
Part II of the January 2026 application asks the applicant to check: "I have not been convicted of a felony as prohibited by W.S. § 6-10-106."
Application Type
Apply for a new Wyoming notary public commission and disclose whether previously commissioned, as requested in Part II of the January 2026 application.
Approved Vendor Completion
The January 2026 application states: "If you have already completed the education and examination by an approved vendor, please include your certificate of completion with this application and skip Part III." The official notary page approves the National Notary Association and Notary Public Association to administer Wyoming notary education and examinations under W.S. § 32-3-121. This is the approved-entity option for the statutory examination slot; these sources do not identify a separate examination by name.
Commission Eligibility
W.S. § 32-3-120(a)(iv), (b) and § 32-3-122: the applicant must not be disqualified. The Secretary may deny, refuse to renew or revoke a commission for lack of honesty, integrity, competence or reliability; relevant felony convictions and crimes involving fraud, dishonesty or deceit are among the grounds.
Education Every Term
Chapter 6, Section 5: review the Secretary of State’s Notary Education Presentation for every term and certify completion on the application.
Filing Fee
The statutory application filing fee is sixty dollars; the January 2026 instructions require a check or money order payable to the Wyoming Secretary of State.
Lawful Presence
W.S. § 32-3-120(a)(ii): the applicant must be a United States citizen or permanent legal resident, or otherwise lawfully present in the United States.
Minimum Age
W.S. § 32-3-120(a)(i): the applicant must be at least eighteen years old.
Prior Adverse Commission Decision
W.S. § 32-3-122(e): after a Secretary-issued denial, refusal to renew or revocation, a person may not apply for or receive a commission except as otherwise provided by the Secretary’s rules.
Remote And Electronic Acts
W.S. § 32-3-120(g): before the first electronic-record or remote notarial act, notify the Secretary of State and identify the electronic notarization systems or other communication technology intended for use. The application allows the applicant to give this information; this notification operates under the same commission.
Single Commission
W.S. § 32-3-120(e)–(f): a compliant applicant receives a six-year commission and may have only one Wyoming commission in effect at a time.
Wyoming Connection
W.S. § 32-3-120(a)(iii): the applicant must reside in Wyoming, have a place of employment or practice in Wyoming, or be the spouse or legal dependent of military personnel assigned to active duty in Wyoming.
Renewal of notary public commission
Application And Oath
W.S. § 32-3-120(d): complete and submit the prescribed application and oath, certification of passing the examination and completing education, and the filing fee. The January 2026 instructions require Part IV to be notarized before submission and a hard copy to be mailed or delivered.
Application Attestation
Part II of the January 2026 application asks the applicant to check: "I have not been convicted of a felony as prohibited by W.S. § 6-10-106."
Application Type
Apply for renewal and give the current commission expiration date in Part II. W.S. §§ 32-3-120 and 32-3-121 require examination and education again for a renewed commission; W.S. § 32-3-128 subjects renewed commissions to the current Act.

The January 2026 application states: "If you have already completed the education and examination by an approved vendor, please include your certificate of completion with this application and skip Part III."
