Board Discretion
ORS 675.050(1) permits licensing without national examination upon evidence satisfactory to the Board; it does not confer an automatic waiver. The current implementing instructions require candidates to have a passing EPPP score except the fifteen-year endorsement class. EPPP remains a referenced examination while any individual waiver is a condition.
Eppp Passing Score
Computer-administered EPPP requires a scaled score of 500 under OAR 858-010-0025(1)(b); the rule separately specifies historical passing standards. A previously obtained passing score can be transferred and does not require another sitting.
Fifteen Year Waiver
If the applicant qualifies for the fifteen-year endorsement class, the implementing Board instruction waives EPPP; that class also has its own OJE-only route.
Oje Score Age
Become licensed within two years of passing OJE. A formerly licensed Oregon applicant must retake OJE if the application is received more than two years after the license expired (OAR 858-010-0030(2)(b)-(c)).
Other Qualifications
Meet the applicable requirements established by the Board. Certification credentials are qualifications and verification evidence, not separate examination leaves.
Qualification
Hold a license in a jurisdiction that is a party to an Oregon licensing reciprocity agreement and satisfy that agreement. This records the statute’s conditional pathway; it does not assert that an agreement with a particular jurisdiction exists.
