- Duration
- Earlier of 30 days after issuance or approval/denial of the long-term application; not renewable.

- §32-3124(G) permits no more than two temporary licenses in twelve consecutive months. The lower-ranked Board page states: TEMPORARY LICENSE: Individuals who submit a long-term license application and fee are eligible to apply for a 30-day license for use while the long-term license application is in process. This license is meant to be a bridge between application and licensure for those who need to start working in Arizona right away. You must hold an Active license in another state in good standing in order to be eligible! If disciplinary action in another state or criminal arrests/charges/convictions are disclosed, the Board will need to review the application before a Temporary License can be issued, so plan accordingly (The Board meets once per month). The Temporary license cannot be extended, nor can individuals obtain another one in the future. - Submit the notarized application, education documentation, current resume or experience letter, recent photograph, citizenship or lawful-presence documentation, photo identification when required, applicable fees, and direct licensure verification for jurisdictions in which previously licensed.
- Board implementation
- The current Board describes the separate 30-day temporary license for already licensed applicants and says new graduates are not eligible for that temporary license. This statutory supervised permit under §32-2216(B) is a separate instrument.
- Character references
- Current Board instructions state that moral-character reference forms were removed effective September 24, 2022. The older rule compilation retains its contrary reference-letter wording; this applicant-document condition does not alter the examination set.
- Documents
- Written permit request, graduation evidence, applicant affidavit, employer supervision letter and affidavit; application/examination and $75 permit fees.
- Education
- Graduate of an AVMA-accredited veterinary college, or hold ECFVG, PAVE or another Board-approved foreign-graduate certificate under §32-2215(A)(1). Certificate programs are qualifications; the state sources do not identify BCSE, CPE or QSE as separate route examination requirements.
- Exam waiver
- The ongoing licensing pathway’s endorsement or specialty waiver may excuse a new NAVLE sitting; the registered examination involved in the ordinary applicant pathway remains referenced.
- Extension
- Already holds the supervised permit; prove illness, disability, military service or another circumstance beyond the permittee’s control that prevented sitting the scheduled state examination, and prove scheduling for the next examination. Only one extension is allowed.
- Fees
- Regular application $400; issuance $100 in an even-numbered year or $200 in an odd-numbered year; submit the issuance fee within 12 months or reapply under §32-2212(C).
- Fitness
- Disclose criminal and disciplinary history; Board review may occur before issuance. An initial fee waiver may be requested when household income is no more than 200% of the applicable federal poverty guidelines.
- Graduating students
- A dean’s letter may establish expected graduation; final transcript or acceptable interim proof of graduation is required for issuance. The current new-graduate guide requests the final transcript within 60 days after graduation.
- Navle score
- Passing NAVLE score of at least 425 (75%) within the preceding five years; request the AAVSB score transfer unless Arizona already received the score. The prior passing examination remains a requirement leaf even when taken before application.
- Recommendation
- A professional-qualifications recommendation is requested for previously licensed applicants; new graduates and applicants who have never held a veterinary license are excepted in the current application packet.
- Supervision
- Practice as an employee under direct and personal instruction, control or supervision of the licensed employer; phone contact suffices only in the statutory large-animal temporary-site or out-of-hours emergency circumstances.
- Timing
- Take and pass the next license examination to continue practice; the permit expires 20 days after that examination and becomes void on employment termination.
One supervised permit extension: specialty
- Application
- Submit the notarized application, education documentation, current resume or experience letter, recent photograph, citizenship or lawful-presence documentation, photo identification when required, applicable fees, and direct licensure verification for jurisdictions in which previously licensed.
- Certification
- Current specialist certification by a national specialty board or college recognized by AVMA. The state source does not identify the specialty board’s specific examination, so certification and any unnamed examination are conditions.
- Character references
- Current Board instructions state that moral-character reference forms were removed effective September 24, 2022. The older rule compilation retains its contrary reference-letter wording; this applicant-document condition does not alter the examination set.
- Existing permit
- Currently holds the supervised permit while pursuing the indicated licensing pathway.
- Extension
- Prove good and sufficient reason for missing the scheduled state examination and scheduling for the next state examination; a second extension is not allowed.
- Fees
- Specialty application and issuance fee $750.
- Fitness
- Disclose criminal and disciplinary history; Board review may occur before issuance. An initial fee waiver may be requested when household income is no more than 200% of the applicable federal poverty guidelines.
- Navle waiver
- §32-2215(D) permits a NAVLE waiver; the current Board licensing instructions exercise it: Applicant is a graduate from a college of veterinary medicine accredited by the AVMA or holds a certificate issued by the ECFVG or PAVE AND holds a current certification as a specialist of a national specialty board or college recognized by the AVMA. Passing the NAVLE is not required. The applicant’s practice will be limited to the scope of the applicant’s board certification. Passing the State Veterinary Exam is required.
- Practice
- Maintain the employer’s direct and personal supervision; employment termination voids the permit.
- Recommendation
- A professional-qualifications recommendation is requested for previously licensed applicants; new graduates and applicants who have never held a veterinary license are excepted in the current application packet.
- Scope
- Limit practice to the scope of the specialist certification.
Supervised permit pending faculty member licensure
- Duration
- The statutory temporary permit expires twenty days after the next examination and on employment termination; only one extension is permitted.
- Education
- A veterinary-college graduate applying as a faculty member is excepted from the temporary permit’s accreditation or foreign-certificate prerequisite by §32-2216(A).
- Examination
- R3-11-301(A)(3) requires temporary permit applicants to schedule the state examination; it names no faculty exception. The eventual faculty license is excluded from NAVLE and state examination requirements under §§32-2214(A) and 32-2215(A)(2). These are different credential requirements.
- Supervision
- Meet the supervised-employment, applicant and employer affidavit requirements for the temporary permit.
Supervised permit pending universal recognition licensure
- Duration
- Expires twenty days after the next examination, subject to the statutory single-extension provision.
- Existing license
- Current veterinary licensure for at least one year at the same discipline and practice level; good standing in every relevant jurisdiction.
- Fees
- Application $400; issuance $100 in even-numbered years or $200 in odd-numbered years.
- Fitness
- No unresolved complaint or investigation, uncorrected discipline, disqualifying criminal history, revoked license or investigative surrender; the statute provides suspension of processing for unresolved matters.
- Qualifications
- The issuing jurisdiction verifies education and, when applicable, experience and clinical supervision. Previously passing its required examinations is a condition; that source does not identify a particular nationwide registered examination.
- Residency
- Provide one accepted proof of Arizona residency.
- Scope
- Arizona recognition permits the same level of veterinary practice held elsewhere; a limited specialty license remains limited.
- Supervision
- Meet the supervised-employment and documentary requirements in §32-2216(B) and R3-11-301.
Supervised permit pending specialty licensure
